I would like to do so, but only see the option to customize the default 7.

Yes, I’m currently using tags, but for this particular scenario, labels would be awesome as I could see them.
I’m filtering DNA results by surname, and would love to be able to see who match which line visually by color.

No, this is not possible.
In Preferences > General > Appearance, if you’re using Modern or Dots as the Label appearance, you can color tags in the Info inspector’s color well, with no limit.

Although it’s not quite the same as using label colors, have you tried changing the colors of the tags? Using the combination of (1) colored tags and (2) changing the columns displayed in a list, it can help distinguish things pretty well (to me anyway). Here’s an example of how I use colored tags for literature:
EDIT: on re-reading Jim’s reply, I now see he also mentioned coloring tags at the very end.
