Is it possible to configure the Convert Hashtags to Tags functionality to work on filenames only? While processing file-contents seems great for plaintext files, it generates a lot of noise on PDF-OCR content. As I would like to enable this at the database level for all incoming files it’s not ideal to go back and fix multiple noisy tags on multiple files.

It is unclear what you are asking for but I am hoping you’re not suggesting adding hashtags to filenames to be detected and applied as tags. I would recommend against such a procedure.
The answer is no that function doesn’t exist in DEVONthink. It is intended to process the textual contents of a document.

Please provide a highly conforming example of filenames to be processed.
That being said, scripting opens up many possibilities for extending and personalizing your experience in DEVONthink.
