I’d like to be able to annotate PDFs with links to each other in DTTG like in DTPO. Very useful for a collection of PDFs that cross reference each other.

This is currently not possible. It may be part of a future release but that is dependent on the developer of the framework we use.
Still, DTTG can’t do this, But DEVONthink Mac version can do this. 
DTTG only support to link to page or website, can’t link to other PDFs.
