I have iCloud- but data is on my MacBook Air. However when I get my new iPad pro I want to be able to us it.

The subscription is an option, it’s still possible to buy the app like in the past.

No, you never put a database in the cloud. That has been discussed often here already.

Devonthink databases are stored on the device; cloud storage is not supported

For data syncing, a cloud sync-datastore is optional
Using Bonjour to sync data does not require cloud storage
