Issue #1: Create a new rtf, the text insertion cursor will appear in the middle of the page, not at top

Yes, this is fine, though it’s also good to add the dt4 tag one new version 4-related posts.
Do you have Format > Typewriter-like scrolling enabled?
And have you looked at the margin and line width controls in the Editing > Format settings?
