Using wildcards in this manner does not work:
shipmentreport*
shipment?report
For example, this file is not found:
IB-shipment-C3-report-Georgia.pdf

Both boolean operators & wildcards are applied to words, in this case you could search for “~shipment ~report” (without quotes).
