I am just wondering if there is any workaround to include >1 or to exclude some specific groups in the search scope setting in Smart Rule/Group?

No, the only possibility is to add more conditions.

From other topic relating to tags I find a way to exclude or include some arbitrary groups in Smart rule/group:

All I have to do is to tag the groups to be excluded or included with a tag name that is same as the group name ( my database properties has “Excluded Groups from Tagging” turned on). In the Smart rule/group, then set the additional criteria to “Tag” is/is not to the groups to be included/excluded.
