Global Inbox: Cannot Import File to Global Inbox

Regardless of the import technique that use, I am unable to import a file into the Global Inbox.
To the right of the Global Inbox, there is a pencil with a “slash” through it. I assume that that icon means that I am unable to write to the Global Inbox. If that is the problem, how do I make the Global Inbox writable? If that is not the problem, how do I import files to my global inbox?
