The Groups ‘folders’ automatically alphabetize.
Is there any way to override this? (I have searched and come up blank, and I saw a non-alphabetized example on a web site) e.g. I’d like my “ToDos” folder to be at the top under my inbox (and various other things).

Right-click in the blank area of the Group pane and set the sort order to manual.
No manual option there.
‘Unsorted’ maybe?
Yes choose Unsorted that that will give you the option to then organize the list manually. DEVONthink will preserve your manual order with the Unsorted option.
