There used to be a toolbar right at the top of a rich text document.
I just installed a fresh copy on my iMac and can’t find the option to display it back.

It’s not a toolbar-it is the document ruler. You can show/hide the ruler from the Format>Ruler>Show Ruler menu, or command-shift-r.
Ah…that explains why I couldn’t find it.
