If I have a large directory with a few new files and/or file folders, will the Import feature ignore the old files that are the same and only import the new files? Or do I have to import the entire directory new each time?

I originally imported the directory.
No importing from the same location will not ignore previously imported items. As noted in Help > Documentation > In & Out > Importing & Indexing…
In fact, I suggest you read this section (and other pertinent sections) to understand more about these operations, etc.
