iPad with iPadOS can't upload new contents

I use DTTG in following situations.

  1. DTTG on iPad mini 5 with iPadOS 13.1.2
  2. DTTG on iPhone 8 with iOS 13.1.2.
  3. sync by iCloud without password.

I can download new contents from iPhone to iPad but upload it from iPad to iPhone now.

Have you rebooted the mobile devices?
