This is nothing new. It has been the behavior in DEVONthink since version 2, possibly even before my time in v1.x. And though I’m not at my Mac (and should be sleeping) this should also be mentioned in the Help I have pointed you to.
Again, redundant tags are not recommended, no matter if they’re ordinary or group tags.
