Linking to a document

I wonder if I’m missing something.

When I select text in a DT note and link it to another note, DEVONthink takes me to the folder the new note is in, but doesn’t open the specific note. If there are a lot of notes in the folder, finding the correct note can be a hassle.

Is that how it’s supposed to act?

No, the document your link points to should open.

I set Preferences > General to open groups in a new window and Preferences > Editing to open new documents in a new window.

No. Which main window view (see menu “View”) did you use and did that window display the top level of the database or a subgroup? Or did you open the note in its own window before clicking on the link?
