Even when DT itself is not open, and the Clip-to extension in Safari is disabled.

I just want to open the link in Safari. DT’s got role in what I’m doing.

What links are you referring to? Screencaps or a URL would be helpful.

Good point. Just URL.

Context: I’m browsing NYT RSS Feeds, and every time I click on one it asks me the question. I just want to look at the feed.

Safari doesn’t natively handle RSS feeds and hadn’t for a long time. DEVONthink can handle them so it’s registered to accept them. If you don’t want yo use DEVONthink this way, you need to install a bespoke RSS app, like Vienna or NetNewsWire.
