I set up the sync iCloud on the MacBookPro for DT3.
I don’t see the files in iCloud folder on my Mac.
What location are they synced to? Are they in the Cloud?

DTSync is done locally, then iCloud uploads to Apple’s servers, then to devices using your Apple ID. However, as noted several places on the forums, the sync data is not going to be visible or accessible. Even if it was, it’s no use to you.

If I recall, DevonThink offers a collaboration features, where I can give access to others on a license basis to my DevonThink files.
I guess I can research that myself.

I’m not sure what you’re referring to but it may be the webserver in the Server edition of DEVONthink.
That’s covered in the Help > Documentation > In & Out > Web sharing and Preferences > Server.
