Just done the latest OS X 10.8 upgrade and mail import is broken due to an incompatibility with Mail 6.6 and Messages 6.6.
Fix in progress?
No fix needed. Just reinstall the Mail plugin.
Reinstalling the Mail plugin did not help in my case, which I still have not resolved.
I’m running: Mail 6.6 (1510), Mac OS X 10.8.5 (12F37), DT Pro Office 2.6.1.
After updating to 10.8.5, I noticed the Mail import plugin did not work - whereby right-click on a message would offer the import service. I reinstalled the plugin twice without success. Console.app shows that the plugin appears to be installed:

EDIT (slightly later):
Interestingly, another Mail plugin from another vendor (for OmniFocus) was also not showing up. (In fact, the entire services contextual menu was missing.) After reinstalling that plugin and restarting Mail, the missing menu (along with the DT service now appears.)
