When I start Apple Mail, I’m getting the message that the DTPO mail import support is not compatible with Mail 10.3. Any suggestions? Or is there an update? I’ve rebooted just to eliminate that possibility.

It is not incompatible. Try reinstalling it from the DEVONthink Pro Office menu item > Install Add-Ons…
