Markup button in the toolbar

What is the use of the markup button in the toolbar?

For a text document is enabled but it does not seem to do anything when pressed.

It’s an extension of macOS (see System Preferences > Extensions) and can be used to annotate images/PDF documents attached to rich text documents (also in TextEdit).
