Metadata type 'identifier'

I must be missing something but have been unable to find the answer in the help document. Can identifier custom metadata types be manipulated by a smart rule?

I don’t see barcode, DOI, ISBN, or my custom CE Serial Number listed in the smart rule actions…

No.
If the data type for the custom attribute is Identifier, it can’t be modified via smart rules.
