I had no trouble here, the settings carried over nearly flawlessly. Sync was set to “manual” on DTTG4 though and I had to change that to “automatic” again.

So count my case as the first 
For now I manually entered WebDAV entries into DTTG4 and after merging I have sync working again.
Also I compared all options between DTTG3 and DTTG4 one by one and found yet another option not migrated - OCR settings lost my language so I had to add it. In DTTG3 I had EN + PL but in DTTG4 EN only.
All good now!

I just moved to a new iPad M3. Data transfer from my old iPad brought DTG over, latest version 3, but apparently no data. Not knowing that, when I downloaded DTG 4 it apparently had no data to grab onto from DTG 3, so it’s also empty. I’ve used Bonjour in the past with minimal trouble between Mac and iPad versions of DT. Both devices are on the same network. Mac is ethernet, iPad is wifi. (Does the Mac also have to be on wifi to get Bonjour to work?)
Now I have both versions of DTG still on the new iPad, iPad OS 26.2, but am getting no sync from my Mac DT 4 databases.
OK to delete DTG 3 from my new iPad?
The new DTG 4 is registered under my DT 4 pro license. How do I get the sync to start? Using the same Bonjour port and password as before under DT 3.

I’m wondering how you did the transfer? From backup, relying on iCloud backup? Could you have had iCloud backup not turned on with DEVONthink ToGo3, hence nothing to restore?
I recently re-built my iPad down to “bare-metal” and restored it by taking the full backup previously made with and stored on my MacBook. I also used the “cool” method to keep my iPhone near the iPad to bring in all the pesky configuration details. DEVONthink ToGo not involved in this restore, though–reinstalled the app and then re-synched with Bonjour. Worked quickly and perfectly.
Yes, and ensure only one device, e.g. the Mac, has Bonjour set to “accept incoming”.
Only if on DEVONthink 4 on Mac you are using the same port and password in the configuration. Check. You can reset these and use same on DEVONthink ToGo4 and should work fine.
Probably worth having a peek at the DEVONthink Help or Manual (same content) about setting up Bonjour and re-follow those instructions exactly.

I did the transfer directly from my old iPad, which had DTG 3. The connection previously from DTG 3 to Mac DT 3 was Bonjour. Not sure if I tried a sync from DT 4 Mac to DTG3 on my old iPad or not. Had to get a new iPad in order to download DTG 4, which requires iPadOS 26.
I looked at the DT help re Bonjour and found it difficult to understand. Does using Bonjour mean no location is selected in the DT Sync setting, including “mobile@localhost”? Right now on DT 4, there is a green dot and “Incoming connections: available,” next to the “Bonjour Options” button. On DTG 4, the only way I see to move forward is entering my Username and Password under General, after taping the “i” in the circle at the bottom of the window. Is that the same username and password as for my DT 4 account that stores the registration info?

Yes. From the DT4 Manual (emphasis mine):
A Bonjour sync is a direct connection between devices. One device acts as a server, the other a client to that server. There is no intermediary location where data is stored.
I don’t have a device that can run DTTG4. But this is what the manual says, it seems pretty straightforward:

This is showing you have Bonjour enabled in DEVONthink To Go but you shouldn’t.

There is no Username and Password for a Bonjour sync and where are you seeing General ?
My advice: Step back from the situation and examine it in its simplest form as you’re confusing yourself with “I think this did that… or maybe it was that did this…”.

You have your databases on the Mac. This is most commonly going to be the Bonjour server in the setup (and yes, it’s going to be the only server).

You have a new iPad. You want the database(s) from the Mac on it. So it will be the client.
With those two simple facts, you should now be able to follow the instructions in the documentation, as presented by @troejgaard above.
PS: You say it didn’t get DEVONthink To Go data but this is not any real concern in this situation as you’re going to pull the databases afresh directly from the Mac. (It’s likely you didn’t have DEVONthink To Go backing up to iCloud.)

FWIW, my main problem was forgetting there is a menubar in iPadOS 26, and therefore a menu for DTG. I couldn’t find the synchronization settings anywhere until I remembered that. Now everything is synched. Whew!

Action (…) menu > Settings > Help > Getting Started > The Interface > Sidebar in the built-in Help and manual…
And swiping down in the sidebar or item list forces a manual sync, just as it always has.
