I am new to Devonthink. I’ve read that to create a new database you simple select file>new database. However, my file menu does not contain a new database option.
What am I missing here?

If you’re referring to DEVONthink Personal, you only have one database. Only Pro and Pro Office support having multiple databases. This is shown in the overview of the editions on our site:
