Under the help menu in DTP I cannot open any of the functions above the separator line:

The links below the line work correctly.
I’ve tried:
Closing and reopening the application.
Downloaded from the website and reinstalled
This second installation was done from the user account instead of the Admin account
Still can’t access the top three functions.
Any suggestions for a fix?
