I’m experiencing a new PDF bug in DTPO 2.9.15 after upgrading to High Sierra (10.13). When I highlight PDFs, the highlighting appears on top of the text. It remains that way until I refresh the PDF, or switch to another page and back, which will display the highlighting correctly.
This is a new issue with Apple’s PDFKit. It should be addressed in the next maintenance release. Thanks for your patience and understanding.

I’ve resolved all my problems with PDF using PDF Expert from Readdle as default PDF viewer. Is not cheap but is worth to.
