Can one import PDF as eitr RTF or Plain text into DT where PDF security prevents copying?

No. But there’s a workaround - print the encrypted document to another PDF document (e.g. using Apple’s Preview application) and import the new document afterwards.

What about printing the encrypted document through the "Save in DEVONthink" PDF Service?
