If I create a smart rule in the global smart rules set in my instance of DEVONthink 3 on my desktop computer, it does not seem to become part of the smart rules available on my laptop copy of DT3. Is it the case that rules are not synchronized?

Thank you for the answer, and I didn’t mean to make my question sound like a complaint. DT3 is fantastic in so many ways and i’m thankful it’s available. I only didn’t know if I misconfigured something or didn’t understand something.

Not yet but it’s planned for future releases (and by default it will be probably disabled because in teams this could be really dangerous).
