Apps like Apple Notes or Microsoft Words detect a list whenever I type a “-”. This means I only have to type one “-” and not every time I start a new item in that list by hitting enter.
Is this also possible with DEVONthink?
No, you have to use Alt-Tab to start a list.

It appears to only work in RTF files not Plain Text, Markdown, or even formatted notes.
If possible I would like this feature expanded to at least Plain text and Markdown files.
Correct. This is an RTF feature.
