Summarize Highlights vs Annotation Notes

I am trying to wrap my mind a bit about when to use Highlights/Summarize Highlights vs when to create an Annotation File.

If I choose to use Highlights, am I correct that this only works in a PDF file for OCR’d text? Is there any way to highlight non-text portions of a PDF file such that it gets included in the Summarize Highlights report?

No, the command uses only highlights.

Chris, does this mean that it will not be able to extract notes added to the pdf (not attached to a highlight)?

Summarize Highlights includes also PDF text & note annotations.
