Sync Confusion Across Devices

I’ve read through a number of the threads here devoted to syncing and I still cannot figure out the answer to my question. I recently got a new desktop at work, purchased a third license for DT3, and proceeded to connect via my Dropbox sync store. I then went and tried to download one of the databases, which was listed as remote. But now all of the materials in the database are located in the cloud and do not want to download. Could someone please tell me what I am doing wrong? Thanks in advance.

Were any issues logged to Windows > Log? In addition, is a verification of the sync store (see contextual menu in Preferences > Sync) successful? And finally, are the items which can’t be downloaded indexed or imported ones?

No issues logged, and the items are imported (not indexed). I have also verified the database. Still can’t figure out the problem.
