When using Chrome, the Devonthink service, Take Rich Note is not available, only Take Plain Note. Is there a way to get this working/available?
Take Rich Note is available when using Safari, however, so it is being recognised by the system.
That’s a limitation of Google Chrome unfortunately.

Services are dependent on what the current application tells them. Chrome reports things as it see them. Safari says what it sees, etc.
