Since the database appears to be a “package”, does Time Machine try to back the entire database up if any part of it changes?

The first backup in Time Machine will be total, of course. After that, Time Machine handles incremental changes.

Awesome. I was worried that apples views a “package” as 1 object when backing up.
My database is encrypted - so I wonder if TimeMachine backup will only backup what did change or if it would backup the whole thing every time I do a backup? Any details on this?
