If my DTTG database syncs encrypted to my Mac via DropBox, is it possible to access the files in the Finder without having DT for Mac? Ideally, I would like to only use DTTG, but have it send my files to my Mac as a backup.

No, this is not possible. Our Sync engine is transmitted raw, encrypted, chunked Sync data for use with other devices running DEVONthink or DEVONthink To Go 2.
PS: Sync is not advocated as or intended to be a backup.
