What is the difference between Format Bar and Edit Bar in DEVONthink 3?

I am using DEVONthink 3, and I am confusing about Format Bar and Edit Bar. If I enable both, the interface will be clumsy.

Why not combine them together?

The Format bar is a feature of macOS for rich text documents, the Editing bar supports also web or PDF documents. In the long run it’s planned to merge them.
