I would like to periodically put a copy of my Devonthink Personal database on some external media, so that the database will be safe in case of a computer/hard drive crash, but I cannot discover where Devonthink stores the database file.
Could somebody please direct me to the proper location?

IIRC it is where you saved it when naming. I put mine in My Documents.
You can do a spotlight search for “.dtbase” (no quotes) and see what comes up.
The DEVONthink Personal database is the folder named DEVONthink in ~/Library/Application Support/.
You can copy (Option-drag) the folder to an external disk. To use this external backup, just return the folder to its original location.
