Why can't I annotate my PDFs?

I have an encrypted database full of PDFs, and they all seem to be read-only, and I can’t annotate anything. Any idea why this is?

They could be locked, you may not have permissions to edit them, or they could be problematic in themselves. Where did they come from?

I guess all the ones I’m working with right now are pdfs of bank statements I downloaded from my bank’s website. The Scansnap scans seem to work as expected. I checked the finder file and folder, and I did not find a permissions issue there.

If I open the downloaded bank statement in preview and check in info it says the document is encrypted, which I assume is a security measure. If I Print to PDF and import that file into DevonThink, I am able to edit.
