Why isn't NEAR working

Greetings DT warriors.

I’m trying to search for two terms that I want to find only in the places they are near each other. I’m searching for the following: Douhet NEAR command. When I do that, I get 150+ hits of “command”, none of them with “Douhet” nearby. I even tried to set it at NEAR/5. Same thing.

Any advice?
