Annotations File Common to Multiple Documents?

Is it possible to create an Annotations file which is not specific to a given document but instead is common to multiple documents?

I often create Rich Text files which include Item Links to multiple related documents. It works but I need to remember which file I use for my notes/links. If instead DT3 used the same Annotation File for each of these documents that would be very useful.

Copy the item link of the annotation, then set the URL of all documents to this item link. As DEVONthink 3 is compatible to annotations created by version 2.x and as version 2.x referenced annotations like that this is actually still possible that way.
