It is correctly located as it’s a built-in database that shouldn’t be moved or renamed.

Yes. That’s exactly where it lives and should stay.

Because that’s where they belong. It’s a safe and easily accessible location for your separate databases. Database location has also been discussed in here, on our blog, and in the documentation.

Either CloudKit or Dropbox is likely redundant here, unless you were syncing specific databases to each. You should not be syncing the same databases to both.

It’s just a local sync option. It’s used in specific instances, often on a portable drive or file server for use on multiple Macs. It’s also often made when people are just guessing at what option to use 
therefore I can get rid of it?

If it’s unneeded, absolutely. The sync methods are all separate, so deleting one doesn’t affect another.
However, it’s always a good habit to Control-click a sync location and choose Clean Location before deleting it.

Okay… I’m confused. The local sync store is visible, can be revealed in the Finder, so it exists. So what’s the issue with cleaning it in the Sync preferences then deleting it?
