There is only a global incrementing number for the Bates numbering. It is not per-database, and currently can’t be reset by the user.
Technically, it would be feasible to modify this in the shell but @cgrunenberg would have to weigh in on if he thought this was a safe or viable approach.
Here’s a simple script that opens a dialog to enter the non-zero-padded number and reset the Bates Number to it.
