I’m reaching out because I ran into something unexpected during checkout.

When I try to purchase DEVONthink, the system automatically adds EU VAT — even though:

  • my billing address is in Ukraine,

  • my card is Ukrainian,

  • Ukraine is not in the EU (so VAT shouldn’t apply),

  • and interestingly, other software vendors (Scrivener, Final Draft, Setapp, etc.) process purchases from Ukraine without any VAT added.

It looks like the VAT might be triggered by my current IP location in the EU, even though tax rules are based on the billing country, not where the user is physically located at the moment.

Could you please help me sort this out? I’d really like to complete the purchase correctly.

Yes, please us a screenshot of your website. Technically your country name is handed over to Paddle who then send us the VAT or sales tax factor for your specific area.

As you can see, even though I selected Ukraine as my billing country, Paddle still adds EU VAT.

This looks like their system is taking my IP location into account instead of the billing address — which shouldn’t happen, since Ukraine is outside the EU and VAT should be 0%.

What’s interesting is that other software vendors using Paddle (for example, Scrivener or Setapp) do not add VAT when the billing country is Ukraine. So it seems to be a Paddle-side logic issue specifically for your checkout flow.

Please let me know if you need any additional info or another screenshot to help Paddle correct this.

I have just checked and the Ukraine has a VAT rate of 20 percent on goods purchased. We definitely don’t use your IP address for checking your country but rely on what you enter as your country in the form. We give this information to Paddle and they calculate the taxes. And the VAT applied is Ukraine VAT, not EU VAT (as there is no common VAT rate in the EU, too, but every country applies their own tax on consumer sales).

It might well be that some other companies don’t charge VAT on sales into Ukraine but, as far as we can see, the proper way of doing it is to actually charge it. For further discussions we might want to move this conversation to a private exchange or to email.

I believe there might be a misunderstanding here.
Ukraine indeed has a 20% VAT rate, but this VAT is not applied to purchases of digital goods or software services sold by a foreign company to an individual in Ukraine, unless the seller is officially registered in Ukraine as a VAT payer.

Companies like Google, Meta, Netflix and a few others collect Ukrainian VAT because they registered in Ukraine and operate under local VAT rules.

Paddle (and DEVONtechnologies) are not registered VAT payers in Ukraine, which is why other Paddle-based vendors (Scrivener, Setapp, etc.) do not charge any VAT to Ukrainian customers.

That’s why the VAT added during the checkout seems incorrect — it is being applied even though there is no legal basis for collecting Ukrainian VAT from a Ukrainian individual by a non-resident seller.

I’m absolutely open to continue this conversation by email or in a private channel — whatever is more convenient for you.
