Currently, you cannot.
On iOS we really don’t need DevonThink to do this for us. Get a program like PDF Converter by Readdle. You can send just about any type of file to this program via the Actions extensions menu (the little box in ios with an up pointing arrow). The select PDF converter. It gets converted to a PDF. Then in PDF converter, you can send it back to DevonThink.
Converting an image or word document takes just seconds. I often get a word doc in mail, send it to PDF converter and then send it to DT, all from the ipad.
