I am constantly copying and pasting text from websites like chatgpt or others into my DEVONthink rich text file. The formatting is terrible and I find myself constantly having to change it what I want. Is there a way to change the default font and size that DEVONthink pastes into a file?

Yes. And it has been mentioned several times already, though I guess it’s not easy to provide a search term for that.
It is “Insert and preserve style” (or so) in the “Edit” menu. Cmd-Shift-Opt V. That does not change the default, though. It just makes sure that what you paste matches the text you paste it into.

You’re welcome. This command is also available in many other programs, eg Pages and Numbers.
I need an extra finger for that combination. 
Use mouse on the edit version of same command. It is the same edit menu and/or key press used on many programs that have that feature, e.g. editors.
