Create new (document) annotation

The help console for version 4.0beta2 says this about creating a new annotation in the annotations pane for a document:

If an annotation file doesn’t exist, you can make one with the commands from the down arrow in this section.

I don’t see a down arrow in my annotations pane, however. Here’s a screenshot:

That’s the Document > Annotations inspector but the required inspector is Info > Annotations & Reminders
