When editing Markdown documents in DEVONthink v3.8.3, my cursor will jump to another part of the document as I’m writing from time to time. Is anyone else experiencing this problem? Is this a known issue? If not, I’ll submit a support ticket.

Yes. In fact, I just installed DTP on a new computer with a fresh install of macOS.
Do you have an active sync running, especially a long import or upload?
