Am I misinterpreting recent changes to the organization of the DEVONtechnologies WWW site and the newly-announced product line, in concluding that the application currently called “DEVONsphere Express” will soon be renamed only “DEVONsphere”, with perhaps an update to a new version?

Sorry but there is no soon in an update to DEVONsphere.
I am unclear as well. The site says DEVONsphere, but the download link and application says DEVONsphere Express. Are DEVONsphere and DEVONsphere Express different editions?

No. There is only DEVONsphere Express.
