On a newer Laptop I didn’t have the Clip To Devonthink extension in Chrome, so I tried to download the extension from the Extras page, but it leads in the Chrome store to this:

I just tried here in Chrome. When not being logged in, I got this message. As soon as I was fully logged into my personal account, I was able to access the extension. As this is all in Google’s ballpark, you might want to contact Google. We just supply our extension to their store and have not changed any availability settings etc.

Yes, it might be caused by me not being logged into Google. Using the Devonthink Menu Bar Capturer instead. That works for not-over-connected people too. 
You might also find joy in other browsers that don’t adhere as much to Google’s views on how the world should be
