With the macOS 15 Sequoia release days away, I’m eager to hear about DT’s plans for 4.0. Will additional AI features or more advanced workflows be coming soon?
In general, they are not talking about new features or release dates of future versions publicly.

Exactly. E.g. like 1.9.16 or 2.11.3 in the past 
The question could also have been: Will there be AI features in version 3.11.4? 
DEVONthink includes AI features since version 1.0 But I assume you’re referring to LLM/chat stuff.

Then you are assuming wrong. I share the view of someone who recently remarked:
Do you know what the problem with AI is? The wrong direction. I want AI to do my laundry and dishes - what I do with DT, I prefer to do myself.
