DEVONthink 4: Table of Contents

The page “New in DEVONthink 4” says:

Navigate your PDF, RTF, Markdown and web documents with a table of contents . It’s even editable for non-web formats and allows, e.g., adding bookmarks to PDF pages.

Is this really a new feature in version 4? In version 3 I can already display a TOC for a pdf document via the TOC inspector. So what does the description quoted above really mean?
