Just to add a note for anyone who comes across this thread: it will take time for DTTG4 to sort out its syncs once you’ve upgraded, and the app needs to be in the foreground for that to happen. If you have lots of complicated databases, you could be talking an hour.
Change your i*OS device setting to let the device remain on, then open DTTG4 and leave it to do all its housekeeping.
Mine took a while (probably close to an hour) as it indexed and did whatever it was doing, but it required no input from me and sorted itself out.

With a massive database exported after 15 years of Evernote, a large invoice just paid for DEVONthink Pro after some agonising partly so that I can use DTTG, I have to say that am not happy that this is necessary, as I have no idea how long that I will have to wait leaving qn app open on a device that is not designed to be left on for an indefinite period, with no clarity or feedback about whether this is the issue that is preventing me from syncing. I grant that this is not a beginner’s tool but speaking as an ex-UX this is a very poor customer experience.
It’s an iOS limitation rather than a DEVONthink issue. Apple dictates how long apps are allowed to run the background app refresh and I think it’s something silly like less than a minute. When you sync your database for the first time (or make a lot of changes on another device that needs to sync over to iOS), there’s no way for that amount of data to be transferred in the window Apple allows, so the app needs to be in the foreground while the sync completes.
Once you’ve done it the first time (and assuming you don’t make a habit of massive changes without regular syncs), you shouldn’t need to wait so long in future.

@MsLogica is quite correct on this point. We have no control over Backgroup App Refresh. In fact, not only does it typically provide less than a minute to accomplish whatever, it also only allows it to happen a few times a day, at the OS’ discretion.
Also, there is no inherent requirement to sync and carry a massive database on mobile. You should read the Getting Started > Building Your Database section of DEVONthink To Go’s built-in Help and manual.

I get the “feeling” that Apple has increased the restrictions on background sync on iOS in recent versions. Or perhaps put more priority on very small/simple syncs like Calendar, Reminders, Safari bookmarks, etc. which seem to be going quicker for me. Dunno, and never will.

Yes, transferring a few kilobytes of data is perfectly fine in the background but DEVONthink databases are easily many gigabytes in size, even when you only transfer the metadata it quickly gets outside the range that can be safely handled in the short period of time we have in the background.
