I’m running 3.8.15 on my iPad and iPhone, and now I don’t see any of my databases in the “Databases” heading in the move or duplicate panel, only the Global Inbox is present. This is also the case for the “Clip to DEVONthink” share button, it only allows saving to the Global Inbox, nothing else is available in the popup.

This is caused by a regression in DEVONthink To Go 3.8.15. This issue was quickly addressed and 3.8.16 was uploaded to the App Store. It is currently awaiting approval from the App Store reviewers. Our apologies for the interruption.
